1.6 Please outline the main aims, objectives and remit of your organisation




1.1 The objectives of the Club shall be to promote sailing and boating both in Dundrum and the wider area and to preserve and promote the amenities of Dundrum for the benefit of the local community and to encourage the goodwill and involvement of the community as a whole.
In connection with such objectives the Club shall provide for its members facilities and a forum for social activity. The Club shall also endeavour to preserve the Lightning Sailing boat as a recognised Class.

1.2 The Club will promote access to sailing, motor boating and other forms of watersports ensuring that all members will be welcome on a non discriminatory basis. The club will endeavour to make sailing accessible for persons less able, for persons with disabilities and will welcome anyone supporting the objectives of the club including non-sailing members.

1.3 Members will be encouraged to pay annual subscriptions for membership, however, membership will not be denied to persons who cannot pay subscriptions on the grounds of financial hardship

Dundrum Sailing Club has not yet applied for grants.

However Dundrum Sailing Club points towards it's record in the major revival of Dundrum Regatta which was in abeyance for 25 years as well as organising sailing activities throughout 2012

Club Secretary, Ian Groves who is a Pharmacist, has applied for
Building Community Pharmacy Partnership project status.

The Building the Community-Pharmacy Partnership is a partnership between the Community Development and Health Network and the Pharmacy Branch, Department of Health, Social Services and Public Safety (DHSSPS) with strategic direction offered by a multi-agency Steering Group. The programme aims to:
Promote and support local communities to work in partnership with community pharmacists to address local health and social wellbeing needs using a community development approach.
The programme works towards:
  • Increasing local people's skills, encouraging community activity and self help
  • Increasing local people's understanding of health issues
  • Encouraging local people to play a role in promoting health

Citing, for example purpose only Carntogher Community Pharmacy Project, Mr Ian Groves (sec) believes it is possible to work with Dundrum Sailing Club as multiple group activity, to address identified local health and social wellbeing needs using a community development approach.

By working via social media such as Blogger as well as local print media such as here
http://www.mourneobserver.com/documents/230211SP.pdf    D.S.C. believes that by forming a sailing club it can be instrumental in reviving the regatta which Mourne Observer records as "major event" in the 60's & 70's

By offering competitive sailing both to the elderly & disabled, Dundrum Sailing Club believes that by opening up the sport to social groups normally excluded from participation it can make a significant contribution to the improvement of village life.

By attracting visitors to view sail boat racing, something not possible at most yacht clubs, D.S.C. believes this will make a significant contribution to the tourist product mix & hence have advantages to local traders.

2.11 Please explain what will happen your project at the end of the funding period?

impact or will become self sustaining. If the project is to be self-sustaining,

The project is self sustaining

Members using the boat to ferry them out to their racing craft lying out on the swinging moorings will be asked to pay a small fee, probably about £2. This will contribute to the running costs.

The boat & it's engine have a usefull working life well beyond funding project period. The engine in particular has a makers warranty of 5 years & persons within the club are well capable of maintaining the boat hull & trailer on a voluntary basis.

By integrating the purchase of the rescue/tender boat with a request to re-locate disabled persons hoist, Dundrum Sailing Club is confident that it can bring about an increase in demand & therefore fees paid towards running costs.

Not possible to remain reliant upon safety boat cover from I.L.B. of R.N.L.I. Newcastle. Their craft may be required for operational use in an emergency well away from Dundrum Bay.

Dundrum Sailing Club, being a recently constituted body has insufficient funds to purchase our own rescue boat at this point in time.

addressing Rural Poverty and Social Isolation issues?

No. No other yacht club/sailing club in the entire county of Down caters for these socially isolated group(s) ((Eld+D) +U). Actually the sport is normally thought of as elitist however the Dundrum Sailing Club inovative approach is clearly embeded within our DNA from day one (link constitution)

Our project fits well with Government/Statutory plans as it targets those expressly identified by DARD

DARD Minister Michelle O'Neill, whilst writing about earlier projects funded by DARD was now  "... very keen to ensure the appropriate level of facilities exists generally to enable access for all"......  It is therefore sincerely hoped that this spirit of inclusivity can add additional velocity to the Dundrum Sailing Club project

There is clearly a demand & it appears a ministerial will to bring about access for all hence meeting DARD requirement of reducing poverty of access.(link)

What are the problems that could arise during delivery of your project?Please list them and explain what you will do to prevent/manage them?

(1) No unforeseen problems

(2) Rescue boat can be adapted to provide seating for non ambulant persons. Club officers Brown & Bryce are both engineers the latter has professional training in naval architecture

(3) Lobby at least two political parties and request assistance to ubmit plans (provided by LPS) to Down District Council requesting relocation of unused boat hoist from Newcastle. Also requesting wayleaves close to No 19 the Quay Dundrum as well as change in part of railings to lockable gateways at front of quay to assist placing disabled persons into boats brought alongside.


(4) Should a higher level of funding become available at a later date as the Dundrum project develops then Dundrum Sailing Club cites the experience of Belfast Lough Sailability who via the People’s Millions Big Lottery funded at the cost of £46,000 a





specially constructed Sea Rover which allows full wheelchair access via a drop down ramp  meaning that the wheelchair user does not have to leave their wheelchair to get out onto the water. With safety in mind there are wheelchair anchoring strips in the deck plus she can also be helmed by a wheelchair user.

2.15. Please demonstrate how you will ensure that the project will be completed by
31 March 2015 (to include completion of a short evaluation report
incorporating outputs and impacts of the project).
You should also outline what arrangements you intend putting in place to
monitor and evaluate your project and the factors to be evaluated. This should
include ongoing evaluation throughout the funding period and beyond.

Boat, engine & Trailer are all available ex stock main dealer N Ireland, or are located at their master distributor Caley Marina Inverness. In either case availability can be assured from April 2013

"Crew Lift" hoist, though the property of Down District Council was supplied to them by Caley Marina.

Dundrum Sailing Club can be certain of getting appropriate health & safety training in the correct use of the hoist should DDC be kind enough in relocating the unused hoist from Newcastle to Dundrum.


Note - Crew Lift hoist Newcastle Harbour has never been under the care & control of Newcastle Yacht Club. Having initally discussed the relocation of the hoist from Newcastle to Dundrum NYC (hon sec) does not anticipate any major obstacles in that historically have never been asked to provide sailing for disabled members.

In addition N.Y.C. & D.S.C. will soon enter into discussion to syncronise event calenders & thus work in a manner to offer the best ebvents in the most suitable locations without clash




Mr Ian Groves pharmicist (Dundrum club sec) is tasked to monitor the projects outputs via the mechanism of The Community Pharmacy Project. Being a health care professional he should be able to monitor the effects on health & wellbeing in a manner that could become a benchmark for DARD.
