Club Secretary, Ian Groves who is a Pharmacist, has applied for
Building Community Pharmacy Partnership project status.

The Building the Community-Pharmacy Partnership is a partnership between the Community Development and Health Network and the Pharmacy Branch, Department of Health, Social Services and Public Safety (DHSSPS) with strategic direction offered by a multi-agency Steering Group. The programme aims to:
Promote and support local communities to work in partnership with community pharmacists to address local health and social wellbeing needs using a community development approach.
The programme works towards:
  • Increasing local people's skills, encouraging community activity and self help
  • Increasing local people's understanding of health issues
  • Encouraging local people to play a role in promoting health

Citing, for example purpose only Carntogher Community Pharmacy Project, Mr Ian Groves (sec) believes it is possible to work with Dundrum Sailing Club as multiple group activity, to address identified local health and social wellbeing needs using a community development approach.

______________________________________________________________

2.10
How do you, through your project, propose to engage rural dwellers from the
target beneficiary group(s) identified in question 2.8?

Please detail what innovative approaches will be used and why you consider these will besuccessful for the particular beneficiary group your project is targeting.

By working via social media such as Blogger as well as local print media such as here
http://www.mourneobserver.com/documents/230211SP.pdf    D.S.C. believes that by forming a sailing club it can be instrumental in reviving the regatta which Mourne Observer records as "major event" in the 60's & 70's

By offering competitive sailing both to the elderly & disabled, Dundrum Sailing Club believes that by opening up the sport to social groups normally excluded from participation it can make a significant contribution to the improvement of village life.

By attracting visitors to view sail boat racing, something not possible at most yacht clubs, D.S.C. believes this will make a significant contribution to the tourist product mix & hence have advantages to local traders.

2.11 Please explain what will happen your project at the end of the funding period?
e.g. there will be no more project activity; the project will continue to have an
impact or will become self sustaining. If the project is to be self-sustaining,
please outline how this will be achieved.
_________________________________________________________

The project is self sustaining

Members using the boat to ferry them out to their racing craft lying out on the swinging moorings will be asked to pay a small fee, probably about £2. This will contribute to the running costs.

The boat & it's engine have a usefull working life well beyond funding project period. The engine in particular has a makers warranty of 5 years & persons within the club are well capable of maintaining the boat hull & trailer on a voluntary basis.

By integrating the purchase of the rescue/tender boat with a request to re-locate disabled persons hoist, Dundrum Sailing Club is confident that it can bring about an increase in demand & therefore fees paid towards running costs.

______________________________________________________________
2.12
If grant assistance was not available for your project what would happen?
Please tick only one of the options below.

         Proceed with no change

         Delayed

         Scaled down

         Not take place

Please provide an explanation in the space below for your answer.
______________________________________________________________

Not possible to remain reliant upon safety boat cover from I.L.B. of R.N.L.I. Newcastle. Their craft may be required for operational use in an emergency well away from Dundrum Bay.

Dundrum Sailing Club, being a recently constituted body has insufficient funds to purchase our own rescue boat at this point in time.

2.13

Is anybody else doing something similar in your area? If so, how will this
project complement these activities?
Also, how do you think your project fits with Government/Statutory plans for
addressing Rural Poverty and Social Isolation issues?
______________________________________________________

No. No other yacht club/sailing club in the entire county of Down caters for these socially isolated group(s) ((Eld+D) +U). Actually the sport is normally thought of as elitist however the Dundrum Sailing Club inovative approach is clearly embeded within our DNA from day one (link constitution)

Our project fits well with Government/Statutory plans as it targets those expressly identified by DARD

DARD Minister Michelle O'Neill, whilst writing about earlier projects funded by DARD was now  "... very keen to ensure the appropriate level of facilities exists generally to enable access for all"......  It is therefore sincerely hoped that this spirit of inclusivity can add additional velocity to the Dundrum Sailing Club project

There is clearly a demand & it appears a ministerial will to bring about access for all hence meeting DARD requirement of reducing poverty of access.(link)

_____________________________________________________

2.14
What are the problems that could arise during delivery of your project? Please list them and explain what you will do to prevent/manage them?

___________________________________________________________

(1) No unforeseen problems

(2) Rescue boat can be adapted to provide seating for non ambulant persons. Club officers Brown & Bryce are both engineers the latter has professional training in naval architecture

(3) Lobby at least two political parties and request assistance to ubmit plans (provided by LPS) to Down District Council requesting relocation of unused boat hoist from Newcastle. Also requesting wayleaves close to No 19 the Quay Dundrum as well as change in part of railings to lockable gateways at front of quay to assist placing disabled persons into boats brought alongside.

(4) Should a higher level of funding become available at a later date as the Dundrum project develops then Dundrum Sailing Club cites the experience of Belfast Lough Sailability who via the People’s Millions Big Lottery funded at the cost of £46,000 a

specially constructed Sea Rover which allows full wheelchair access via a drop down ramp  meaning that the wheelchair user does not have to leave their wheelchair to get out onto the water. With safety in mind there are wheelchair anchoring strips in the deck plus she can also be helmed by a wheelchair user.

2.15. Please demonstrate how you will ensure that the project will be completed by
31 March 2015 (to include completion of a short evaluation report
incorporating outputs and impacts of the project).
You should also outline what arrangements you intend putting in place to
monitor and evaluate your project and the factors to be evaluated. This should
include ongoing evaluation throughout the funding period and beyond.

__________________________________________________________

Boat, engine & Trailer are all available ex stock main dealer N Ireland, or are located at their master distributor Caley Marina Inverness. In either case availability can be assured from April 2013

"Crew Lift" hoist, though the property of Down District Council was supplied to them by Caley Marina.

Dundrum Sailing Club can be certain of getting appropriate health & safety training in the correct use of the hoist should DDC be kind enough in relocating the unused hoist from Newcastle to Dundrum.

Note - Crew Lift hoist Newcastle Harbour has never been under the care & control of Newcastle Yacht Club. Having initally discussed the relocation of the hoist from Newcastle to Dundrum NYC (hon sec) does not anticipate any major obstacles in that historically have never been asked to provide sailing for disabled members.

In addition N.Y.C. & D.S.C. will soon enter into discussion to syncronise event calenders & thus work in a manner to offer the best ebvents in the most suitable locations without clash

Mr Ian Groves pharmicist (Dundrum club sec) is tasked to monitor the projects outputs via the mechanism of The Community Pharmacy Project. Being a health care professional he should be able to monitor the effects on health & wellbeing in a manner that could become a benchmark for DARD.

Project aim - rescue boat/tender to facilitate the participation of elderly/disabled & other socio-economic marginalised individuals within a competitive sailing club envirinment

(1) By taking an inovative approach we propose the provision of rescue boat/tender to facilitate the participation of elderly/disabled & other socio-economic marginalised individuals within a competitive sailing club environment. i.e. an area normally excluded to such persons.

The rescue/tender boat is required not only to transfer elderly/disabled ambulant persons from the quay to racing craft kept on swinging moorings in the tidal Dundrum Bay, but also from time to time assist in bringing racing craft alongside quay, to allow direct transfer to racing boats of non-ambulant persons by way of a Crew Lift hoist . The rescue/tender boat is required at all times during racing to provide rescue/safety cover.

(2) In conjunction with Down District Council, we propose transfer of unused "Crew Lift", disabled persons boat hoist, from DDC controlled harbour Newcastle to DDC controlled space on Dundrum Quay adjacent to No 19. http://dundrumssailingclubruralchallenge2012.blogspot.co.uk/2012/12/sub-sample-15.html

Dundrum Sailing Club constitution (link) expressly states -

1.2 The Club will promote access to sailing, motor boating and other forms of watersports ensuring that all members will be welcome on a non discriminatory basis. The club will endeavour to make sailing accessible for persons less able, for persons with disabilities and will welcome anyone supporting the objectives of the club including non-sailing members.

(3) By provision of a combination of rescue boat/tender & boat hoist Dundrum Sailing Club intends not only to be *self reliant rescue/safety cover but to increase the number of opportunities & potentially offer places to persons with a higher degree of disability (non ambulant) and by so doing add to public safety of Dundrum Bay by maintaining on station such a craft in Dundrum Harbour during the watersport season.

(4) In conjunction with similar group(s) promote rivalry & facilitate competition between coastal towns & villages.

Note 1 - Club Secretary, Ian Groves who is a Pharmacist, has applied for
Building Community Pharmacy Partnership project status. Ian believes it is possible to work with Dundrum Sailing Club as multiple group activity, to address identified local health (link) and social wellbeing needs using a community development approach.

Note 2 -  In relation to "Access Facilities" for persons with a disability, DARD Minister Michelle O'Neill, whilst writing about earlier projects funded by DARD was now  "... very keen to ensure the appropriate level of facilities exists generally to enable access for all"......  It is therefore sincerely hoped that this spirit of inclusivity can add additional velocity to the Dundrum Sailing Club project. http://dundrumssailingclubruralchallenge2012.blogspot.co.uk/2012/12/sub-sample-13.html

The purpose of this electronic blog form of evidence is to demonstrate that our club has identified risks in delivery, of a project, that whilst self evidently promoting health wellbeing & social inclusion of the participants needs provision of rescue boat/tender to ensure the safety of these people, many of whom have health related vulnerabilities.

Whilst the club believes the project's potential primary gains are clearly in-line with DARD's intent in issuing the Rural Challenge 2012, the club, via this blog seeks to establish potential for colateral gains in areas such as

(a) Tourism.

(b) dessimination of traditional skills, which might help promote employment opportunities.

(c) offering access to watersport activity to other groups that from time to time might wish to avail of the natural environment of Dundrum Bay including

     (1) Youth clubs who approcahed us during Best practice workshop
     (2) Downpatrick Special Olympics
     (3) Acquired head injury group / Newry Headway

* up to the present Dundrum Sailing Club was reliant on the kindness of other clubs & help of I.L.B. from R.N.L.I. Newcastle (http://dundrumssailingclubruralchallenge2012.blogspot.co.uk/2012/12/establishment-of-colateral-risks-of-non.html)

Alternative quotation from Cyril Johnston Marine

Date: 12/07/12 12:49:07
Subject: RE: Request for quotation - Dundrum Sailing Club rescue boat

Dear Jeremy,
Many thanks for your enquiry.
I would recommend a Humber 4.1m GRP hull RIB, open boat tiller steered with
a 30hp engine. Please see estimated costs as follows, if you would like more
formal quote and figures let me know.
4.1 Seapro RIB - £4,000 inc VAT
30hp Yamaha - £4,799 inc VAT
Indespension roller trailer - £1,500 inc VAT
Total £10,299 inc VAT (excluding delivery from factory)
With a Mariner engine 30hp (which I can also supply) the cost would be
approx. £9,000 inc VAT
If you add a console into the equation with a single or double jockey seat I
would estimate the cost to be approx. £15,000.
This would obviously give you electric start with battery, electric trim
adjustment and the possibility of adding gauges and other electronics, depth
sounders etc to the console and probably an A-frame. Nice to have but more
to go wrong and maintain! I attach the specification and some pictures of my
suggestion.

Example rescue / tender boat - Whaly 435

Specifications for the Whaly 435 -Length: 4.35m
-Width: 1.73m
-Height: 0.81m
-Transom height: 0.51m
-Weight: 165kg

-Max persons: CE CAT.D
12 persons /
                      CE CAT.C
8 persons

-Max load: CE CAT.D 910kg /

CE CAT.C 690kg - distributed, including motor

Dundrum Development Association - indicative letter of financial support

Dundrum Development Association Ltd - indicative letter of financial support to Dundrum Sailing Club.

The Club kindly acknowledge this offer of support & anticipates a contribution of 10% of project costs.

Fundraising - Rescue boat/tender - fundraising - potential foundation or life membership

The club committie members have resolved to ask the full membership to consider, at the next available general meeting, if an additional category of membership should be offered to persons (say for example) 60 years & over in the form of foundation/life membership, who, in return for a one off payment equivalent to 10 years of existing fees, will be exempt from further fee levy for life.

A change of this nature would require an amendment of the existing constitution.

Funds raised by this process would be ring fenced for the purchase costs associated with this project.

Documents 7 Dundrum Village Plan - Exe Summary & priority improving local services

The Dundrum Sailing Club has studied the document "A Village Development Plan for Dundrum, 2012-2016"  - by Mentor economic development ltd.

The club wishes to record that the remit set for the report was chosen before the inception of the Club itself. Unfortunately therefore the club was not in a position to contribute to the reports compillation.

However Dundrum Sailing Club notes from the report (reproduced with permission of Mentor) -

point 4 on the executive summary - " considerable dissatisfaction with recreation & leisure facilities locally "-

& also notes

point 19 - Improving local sercices - a stated need to "improve access to harbour & water recreational activities"

Dundrum Sailing Club considers that, should this plan, driven by Dundrum Village Association, lead to a very welcome increase in watersport participation, then the provision of a rescue boat on station in the harbour area, moves from desireable to the essential.

The club welcomes the very kind letter of indication of potential financial assistance from D.V.A. & hopes to make some of our aims align with theirs.

Appendix B

Code of Conduct for Members, Instructors, Coaches and Volunteers/Helpers

These guidelines have been produced to help protect anyone working with young people in Dundrum Sailing Club and should be followed at all times. If you have any queries regarding these you should contact any member of the General/Management Committee or the person responsible for Child Protection.

  1. Always be publicly open when working with the younger person. Avoid situations where you and an individual young person are completely unobserved.
  2. If physical contact is necessary, it should be done openly. Care is needed as it is difficult to maintain hand positions when providing manual support if the younger person is constantly moving. Some parents are becoming increasingly sensitive about touching younger persons and their views should always be carefully considered.
  3. Where possible allow parents of younger persons to take responsibility for them in changing rooms. If groups are to be supervised in changing rooms, always ensure that adults work in pairs and the gender is appropriate. If travelling to another venue is necessary, make sure that verbal (preferably written) permission is given by parents. Parents should be asked to ensure that younger persons are collected on time.
  4. Where mixed groups of younger persons travel to another venue to represent the Club they should always be accompanied by at least one male and one female adult.
  5. All should respect the rights and dignity and work of all and treat everyone with equality.
  6. All should place the well-being and safety of the younger person above the development of performance. They should follow all guidelines laid down by the RYA (including the instructor/pupil ratio) and be adequately insured. Always make sure that you are working at a level commensurate with your instructor qualifications. If you are proved negligent the Club’s insurance may be invalidated.
  7. Members working with the younger persons should hold appropriate qualifications in instructing, coaching, leadership, officiating, etc.
  8. Adults should ensure that the activities which they direct or advocate to the age, maturity, and ability of the participant e.g. they should not break rules on suitable participation for age groups. Training activities should include clear progressions and instructors should keep a clear record of all activity undertaken, clearly planning for future activity. It is advisable to keep a record of record of activity in a book kept for that purpose.

Make sure that all participants know to inform the instructor of any injury or illness before, during or after the activity.

  1. Adults should always promote the positive aspects of sailing and never condone rule violations, bad sportsmanship or use of prohibited substances.
  2. Adults should consistently display high standards of personal behaviour and appearance as well as appropriate dress, language, and respect for equipment and facilities. It is not acceptable for adults responsible for younger persons to consume alcohol. Adults should never encourage younger persons to drink alcohol.
  3. Adults should never overly criticise participants or officials judgements or use language or actions which may cause the younger person to lose self esteem or confidence.

All members must also be aware that as general rule it does not make sense to:-

Spend amounts of time alone with younger persons away from others.
Take younger persons alone on car journeys, however short.
Take younger persons to your home.

If it should arise that such situations are unavoidable they should only take place with the full knowledge of someone in charge in the Club and/or a person with parental responsibility for the younger person.

Instructors and volunteers/helpers should be aware that normal car insurance does not cover them for transporting younger persons to and from other venues.

All instructor and volunteers/helpers should try to be on time; and inform an appropriate person if ill or unable to attend an activity.

Members should NEVER!

Engage in rough physical or sexually provocative games including horseplay.

Share a room with a younger person.

Permit or engage in any form or inappropriate touching.

Permit younger persons to use inappropriate language unchallenged.

Make sexually suggestive comments to younger persons, even in fun.

Allow allegations made by a younger person to be unchallenged, unrecorded or not acted upon.

Do things of a personal nature that a younger person can do for themselves.

Agree to meet a younger person on your own.

If you accidentally hurt a younger person, or cause distress in any manner, or the younger person appears to respond in a sexual manner to your actions, or misunderstands, or misinterprets something you have done, report the incident to a colleague supported by a brief written report of the incident as soon as possible. Parents/carers should be informed of the incident.

Emergency Action/First Aid

All members, instructors and volunteers/helpers should be prepared with an action plan in the event of an emergency.

This will include:
Access to First Aid equipment.
Telephone contact if the participant is a minor.
Telephone contact to the emergency services.

All accidents, injuries and any untoward event should be recorded in the activity record book along with a witness statement if thought necessary.

An attendance book must be kept for each recognised Club activity with the presence of each participant noted appropriately. An incident book must be used to record accidents, injuries and any untoward event.

Training activities outside the usual recognised Club activities will not be covered by Club insurance if the details have not been notified in writing to the General/Management Committee in advance. It is the responsibility of the parents to check that the training activity is covered by the necessary insurance.
